Why is my lease asking for a 'cleaning fee' before I move in?

So, my landlord just mentioned a 'cleaning fee' that I need to pay before I can even move in! Isn't that a bit strange? Shouldn't the place be clean when I get the keys? I feel like they’re just trying to squeeze more money out of me. Does this happen often in Toronto leases?
