Confused about winter heating rules in Ontario rentals

It’s December and my apartment is freezing because the heating isn’t working properly. My landlord keeps promising to fix it but has done nothing! As a tenant in Toronto, what are my rights regarding heating in the winter? Can I withhold rent or report them for neglecting their responsibilities?
