Need advice on rent increase legality in East York

Hi everyone, my landlord just sent me a notice saying they're increasing my rent by 12% starting in February. I live in East York and I’m not sure if that's legal, considering the guidelines. Is there a cap on how much they can increase it, especially this year? Any help would be appreciated!
