Are move-in incentives like free rent real in Toronto rentals?

I've heard that some landlords in Toronto offer free rent or other move-in incentives to attract tenants. Is this a common practice? Are there any legal restrictions on these types of incentives, and how do they affect my lease agreements and tenant rights under the Ontario RTA?
