Frustrations with Internet Providers in Toronto Apartments

Why is it so difficult to get decent internet in my Toronto apartment? I've had nothing but issues with connectivity dropping, and my landlord just shrugs it off. Plus, the bills just keep climbing while the service stays terrible. Anyone else dealing with these headaches?
