Who fixes heating issues in winter? Landlord or tenant responsibility?

I'm fed up with my landlord refusing to fix the heating in my unit, and winter is brutal in Toronto! I need clarity on whether it's their responsibility to ensure the heat is working properly or if I'm expected to sort this out myself. Feeling frustrated with the lack of response and support.
