Confused About Recent Rent Increase - Is This Normal?

I just received a notice that my rent is going up by 15% this year! Is that common in Toronto? I thought the increase cap was lower. Also, my landlord is asking me to sign a new lease with a bunch of clauses I've never seen before. Am I being unreasonable for questioning this?
