Shocked by Winter Heating Costs in Toronto!

I just moved to Toronto and I can't believe how much my hydro bills have exploded this winter! My apartment is freezing, and it seems impossible to heat it properly. There are drafts everywhere from the windows! What strategies do you all use to keep costs down and warm up during these cold months?
