Frustrated with my landlord in Kensington Market - any advice?

I’ve been living in Kensington Market for over a year, and I'm fed up with my landlord ignoring my maintenance requests. The heating isn’t working properly, and it’s freezing in here! I pay $2200 for this tiny apartment. Is it reasonable to threaten to withhold rent due to these issues? Any tips?
