What to do if my landlord refuses to fix heating in winter?

My landlord hasn't responded to requests to fix the heating in my apartment, and temperatures are dropping. What are my rights as a tenant in Toronto? How can I get them to make the necessary repairs, or report this issue if they continue to neglect it?
