Fridge broken for weeks - whose responsibility is it?

My fridge has been broken for weeks, and my landlord won't fix it! I'm confused about whose responsibility it is to repair appliances. How fast must they respond to maintenance requests? What are my rights as a tenant when it comes to getting these repairs done? I'm fed up with waiting!
