Need help with landlord's deposit request in Kensington Market

I'm looking at a rental in Kensington Market where the landlord wants first and last month's rent plus an additional security deposit equaling one month's rent. Is this even legal? I’m confused about what the rules are regarding deposits here in Ontario. Any advice would be appreciated!
