Anyone know about winter move-in incentives in Toronto?

I'm looking at rentals in the East End, specifically Lesliville and The Beaches. I've heard some landlords might offer free rent or other incentives during the winter months. Is this real, or just a rumor? What's the market like right now? Any tips would be great!
