Parking Lease Confusion - Extra Charges?

I’m renting in Toronto and the landlord has a clause about parking that just baffles me. It says there’s a $200/month fee for parking, but also a $500 deposit for 'parking privileges'? Is this standard? And what if I don't use the parking? Seems a bit excessive, right?
