Shock over Winter Heating Costs and Drafty Windows

I can't believe how much my hydro bill exploded this month! With the freezing temperatures, my apartment is still drafty everywhere. I'm so uncomfortable with these costs piling up and my landlord hasn't fixed the windows properly. What can I do to reduce these heating expenses?
