Who’s responsible for fixing a broken heater in winter?

With the cold weather in Toronto, I've noticed my heat isn't functioning properly. I've reached out to my landlord, but they haven't responded yet. Is it their responsibility to fix the heater, and how long should I wait before taking further action?
