Winter Heating Woes: Condo vs. Apartment Costs

Can someone please explain why my heating bills exploded this winter? I feel like I'm living in a freezer with drafty windows and poorly heated rooms. Is a condo really worth it for better insulation, or are apartments just as bad? I'm shivering and shocked by these costs!
