Frustrated by My Unresponsive Landlord in Toronto

I've been dealing with my landlord for months about a leaking ceiling. Every time I bring it up, I get promises that never lead to action. It's exhausting! I'm on a tight budget, and feeling trapped in this situation with no support is incredibly frustrating.
