Frustration with Unresponsive Landlord in Toronto

I've been dealing with my landlord for weeks now about urgent maintenance issues and he just goes silent. Promises to fix things are never kept, and on top of that, he wants personal documents like my employment letter. Is this really normal? I feel harassed and stuck in this situation.
