Who handles heat issues in winter - landlord or tenant responsibility?

As winter approaches in Toronto, I'm concerned about heating in my rental unit. If the heat goes out, what are my rights? How fast is my landlord required to respond to heating issues? I want to ensure my children's comfort and safety during the cold months.
