Frustrated with landlord in East York - need advice!

I've been living in East York for the past year, and my landlord has been unresponsive about urgent heating issues. With winter here, it’s getting unbearable! I feel stuck because I can't find a decent place to move. Has anyone dealt with this kind of negligence? What are my options?
