Are these deposits really legal? A tenant's confusion

I've come across landlords demanding hefty pet deposits and even damage fees that seem questionable. Are they legally allowed to ask for these kinds of charges in Toronto? It feels like a slippery slope, and I'm not sure what's considered permissible. Can someone clarify?
