winter heating costs skyrocketed! Help!

I can't believe how much my hydro bill exploded this month! My apartment is freezing, and I’ve noticed drafts everywhere. Is it normal for the landlord to leave the heating on just a few hours a day? I'm really worried about how to manage these costs this winter.
