Winter heating costs have exploded! Need advice!

I can't believe how high my hydro bills are this winter! With the freezing temperatures, it's been so expensive to heat my apartment, and I'm noticing drafts everywhere. My landlord hasn’t done anything to fix the drafty windows. How can I reduce these heating costs or address this issue properly?
