Tired of Losing Apartments to Sealed Bids! What’s the Point?

Every time I find a decent apartment, the landlord sends out sealed bids! I’m frustrated because I have no idea how much to offer. I mean, who has the budget to outbid everyone? Is there any strategy to win these ridiculous bidding wars without breaking the bank?
