Is This Pet Deposit Even Legal in Toronto?

My landlord is demanding a pet deposit on top of the standard deposit. Isn’t that against the law in Ontario? I thought landlords couldn’t charge extra fees just because I have a dog. Can they really ask for this without breaking any rules?
