Why is rent $500 more for a new apartment?!

I can't believe the rent increases I'm seeing while apartment hunting in Toronto! Some places are charging 30-50% more than what I'm paying now. It's so confusing—why do existing tenants pay less, while new ones face these crazy turnover rent spikes? Same building, different prices—what's going on?
