Do eco-certified apartments really save tenants money?

I've been looking into LEED and WELL certifications for apartments in Toronto. While the marketing claims big savings on energy bills, I wonder if those green premiums truly deliver. Are tenants really reaping the benefits, or is it just a clever marketing strategy?
