Are these deposit demands even legal? What's going on?

My landlord is asking for a pet deposit, a damage deposit, AND a key deposit—this feels excessive! Can they really charge all these deposits? I thought there were laws governing this in Toronto. It seems sketchy to me, and I can’t help but wonder if they’re playing by the rules at all.
