Shocked by skyrocketing hydro bills this winter!

I can't believe how much my hydro bills exploded this month! My apartment is freezing, and I can feel drafts everywhere, especially around the windows. I’m so uncomfortable, and it feels so expensive to heat this place. Any tips on reducing heating costs or dealing with these cold spots?
