Who handles heating issues in rental properties during winter?

As winter is approaching, I'm concerned about heating issues in my rental. If the heating system fails, am I, as the tenant, responsible for getting it fixed, or is it the landlord's duty? What are my rights if the heat is inadequate or non-existent during the cold months in Toronto?
