shocked by rising winter heating costs in my apartment!

OMG, my hydro bills have exploded this winter! I'm freezing in my apartment with drafty windows letting in cold air everywhere. It feels so expensive to heat this place. What can I do to reduce these costs? Are there tips for improving heat retention or do I just have to suffer through it?
