Need help with heating issues in my Kensington Market apartment

I'm so frustrated! I live in Kensington Market, and my apartment barely heats up despite the landlord insisting everything's fine. It's freezing in here, and my rent is $2,500! Has anyone dealt with a similar situation? What can I do to pressure my landlord into fixing this? I feel so stuck!
