What's included in Toronto rent utilities?

I'm trying to figure out what utilities are typically included in Toronto rent. Is heat generally covered, and what about water? I’ve heard that hydro charges might be separate, but I’m not sure. Any advice on which neighborhoods to avoid due to high utility costs would be appreciated!
