High Hydro Bills Leaving Us Struggling to Make Ends Meet

I've noticed my hydro costs skyrocketing this winter, and as a low-income tenant, it's becoming unmanageable. My building often has drafty windows and poorly insulated walls, which I believe contribute to the high energy usage. Has anyone found ways to reduce these costs or negotiate better rates?
