Landlord wants monthly pet fee - is this normal or a scam?

My landlord is asking for a $75 monthly pet fee on top of the rent for my dog. Is this a standard practice, or should I be concerned? Feels a bit excessive, especially since I’m already paying a pet deposit. Red flag or no?
