Frustrated by Constant Drafts? What Are Our Rights?

Has anyone else been dealing with their landlord ignoring maintenance requests? My unit is freezing from all these drafts, and I've sent multiple messages about it, but no response! Are there any regulations that mandate landlords fix these issues in a timely manner? Need advice!
