Are utilities usually included in Toronto rent or separate?

I'm an international student new to Toronto and trying to budget for my living expenses. I found a few apartments, but I'm unsure if utilities like heat, water, and electricity are included in the rent or if I need to pay them separately. What’s the norm here?
