Confused about winter utility costs in Toronto rentals

Hey everyone, I'm moving to Toronto next month and looking at places in Kensington Market. I've seen listings around $1500 but I'm not sure if that includes utilities. How are heating and hydro typically handled this time of year? Any advice on what to ask landlords would be appreciated!
