Frustrated with my landlord in Leslieville - Need advice!

I’ve been living in a basement unit for $1800 here in Leslieville, but my landlord is hardly ever responsive. The heating’s been terrible with this cold snap, and it’s taking forever to fix anything. Is this normal in Toronto? What can I do to hold them accountable? I need some support!
