Confused about odd lease clauses in Toronto apartments

I’ve been looking at a few listings, and some lease clauses are just... weird. Like, one landlord wants to charge a fee if I decide to hang up a picture on the wall! Is this common? And another wanted me to pay for the water bill even though it’s supposed to be included. What gives?
