Late Night Footsteps Driving Me Crazy - Need Solutions

My upstairs neighbor seems to have a late-night hobby of stomping around, and it sounds like they're bowling at 3am! I'm losing sleep and not sure if I should directly confront them or go through the building management. Anyone else deal with this? What's the move here?
