Disturbing late-night noise from upstairs neighbor - need advice

Lately, my upstairs neighbor has been making a racket around 2-3am, and it sounds like they're moving furniture or bowling! I've tried knocking on their door, but nothing seems to change. How do you deal with noisy neighbors at such late hours? What's the move here?
