Frustrated with my landlord's neglect in Toronto!

I've been dealing with a broken heater for weeks now, and despite multiple requests, my landlord seems to be ignoring me. It's getting colder, and I'm stuck in a freezing apartment with no response! I'm beyond frustrated with the lack of urgency and care for basic living conditions.
