Confused About Pet Policies in Toronto Rentals

I keep coming across these strange lease clauses that leave me scratching my head. Like, why would a landlord suddenly want a $500 'pet deposit' AND a 'pet insurance verification'? Is that even normal? And what's with the no-pet policies in places that clearly mention they're pet-friendly? Help!
