Noise from upstairs neighbor at all hours - need advice!

My upstairs neighbor has been making a ton of noise late at night, especially between 11pm and 3am. It sounds like they're moving furniture or just being really loud. I can't get to sleep, and I'm starting to feel frustrated. What's the best way to address this without causing conflict?
