Lost out again in the bidding war for a rental!

This is getting out of control! I just lost another rental after offering $100 over asking. How are people coming up with these crazy offers? I feel like I'm playing a game with no rules. Is it normal to see 10+ applications for one unit? Any advice on standing out would be appreciated!
