Upstairs neighbor stomping around at 2am - advice needed!

I'm losing sleep because my upstairs neighbor is incredibly loud late at night. It sounds like they're moving furniture or just stomping around, and it wakes me up regularly. How do you deal with noisy neighbors without creating more tension? What's the move here?
