Is it normal to pay for parking and still get ticketed?

Just moved to a condo in Toronto and the landlord says I need to pay for parking but warned ticketing is up to the city. I’m confused—isn’t paying for a spot supposed to protect me? Anyone else deal with this weird situation? How do I navigate this better?
