Upstairs neighbor's late-night noise is driving me crazy!

My upstairs neighbor has taken to stomping around at all hours, and it sounds like they're hosting a bowling tournament at 3am! I've tried talking to them casually, but it hasn’t helped. Am I being unreasonable for wanting some peace in my own home? What steps should I take next?
